The Ticking Budget Clock

"The window in which we can avoid the terrible consequences of a shutdown is closing quickly," Senate Majority Leader Harry Reid (D., Nev.) said on the Senate floor.  The time may actually be shorter than that, Mr. Reid acknowledged.

Noman assumes that given Senate Majority Leader Reid and President Obama's public fretting and admonitions, they'll approach the bargaining table--better late than never--in a mood to compromise.   True, they don't have much practice at it.  But, Noman is confident they can learn.  Perhaps after the 2012 election.
